Dortmund Kagawa and Gundogan Back up/Rotation

I need someone thats like kagawa to use as a back up or rotate with him and the same for Gundogan, preferable german and not to expensive as i only have 15 mil to spend. Playing a 4-2-3-1 formation, Kagawa's role is atacking midfielder (Attack) and Gundogan's role is Advanced Playmaker (Support) playing as a CM.
