Not sure about individuals but have a look in the Turkish, Ukrainian and Russian leagues.
 
What do you mean by eastern europe talents? Any country in particular? In small club or don't mind if already in a big club?

Here some of those that I got in different saves. They don't become Top class players (like messi or neymar), but still good (to really good) players:
Miland Badelj, Sime Vrsaljko, Mateo Kovacic, Vaclav Kadlec, Adem Ljajic, Laurentiu Branesciu, Gabriel Torje, Stefan Savic, Andrej Kramaric, Ananidze Jano, Nikola Ninkovic, Georgy Schennikov...
 
Andriy Yarmolenko usually turns out pretty well.

I wouldn't really put Croatia in eastern Europe, but whatever. Badelj, Vrsaljko, Kovacic and Kramaric all play for Dinamo Zagreb, or GNK Dinamo in this version. And they are all great, Badelj, Vrsaljko and Kovacic are world class, Krama can turn out good, or he can turn out pretty bad, it depends.

Too bad they are probably gonna be sold by our bullshit president this summer.
