Edit the default names

I am building my custom nation with custom league, replacing San Marino. But there still are the San Marino's surnames, even if I delete every people from SM. I think the names and surnames are in an external file (should be "basic_people_db.dat"). There is a way to edit this file? With which tool?

In the FMRTE, if you change a certain name, David into Robert for instance, then you would have Robert Beckham. That might be a way resolving it?
