Editing Starting Transfer Embargo's

okay so ive come across a few teams starting with the transfer embargo in place, obviously we all know about rangers, well anyway, ive being trying to remove the transfer embargo for "port vale" and ive tried creating a new one n putting a sooner end date,ive tried removing all debts + making stinking rich, none of these remove the embargo, is there anything im missing, i cant find anything on google, does anyone else know anything?
