Editing the entire world

I'm gonna make an expirement where every single country can produce 200 pa players and all clubs for every single country to have the perfect facilities to produce them. Like wise, I'll do the reverse with 1 pa and poor facilities.

Any way I can do it efficiently through the editor? Doing it manually will be a pain.
