Is it possible to change/modify the rules of qualification and number of slots per federation for the World Cup?

you could just make your own world cup using contenental rules on the editor

No, it is. If you find a comps.fmf file for the World Cup on SI, what you can do, is load that with the advanced panels, and edit away ;)
