Editing wage budget?

I'm trying the 80 mil challenge, and want some decent wages around 1mil, But i edit the team to have 1 mil available wage budget, then when i go in game it says i only have 250k wage budget. Any help appreciated.

just a quick calculationb but if you put the wage budget at 4 mil then maybe iun the game it will be one mil

no because i tried 20 mil wages and it is still 250k, the transfer budget worked but not the wages, what am i doing it wrong?
