I got it from FM11 in the Computer>Programs>Steam>SteamApps>Common>FM11>Tools>Editor folder

Can you explain what you did when you made the national rules

Welll I originally had a parent league with a division with 2 subdivisions but that must have gotten messed up along the way so I restarted a new file and made sure to account for all the steps testing it every few changes and its going fine.
