I dont even think you could, best bet is to prob buy fmrte if they dont work for you, but it wont do as much as the pre game one but more than the ingame.

Verify Integrity of the Tool Cache and it might work?
Never personally had an issues with any of the Editor downloads from Steam so if that doesn't work, not sure what else you can do
