It's between Hazard and El Shaarawy. I wouldn't like to say who's better, because I suppose it depends on tactics as to how you'd get the best out of either of them.
Easily Hazard to be honest. El Shaarawy is definitely most cost-effective usually though. I can't imagine you getting Hazard for anything less than 70m. Whilst El Shaa is around 30-45m. Draxler is good too though and either footed like Hazard. So depends on Finance.
Eden Hazard is on massive wages and will command ridiculous fee, what are you playing as, Madrid? xD
After a couple of years, Hazard is a beast(in his prime). Teach him "places shots" PPM, he scored 37 for me in a season, yes, and assisted 31 as IF (support). (In FM2013, though).
he already has tries through balls often PPM which is good for assists.
