English football league homegrown player rules

I've been trying to use the editor to change the rules in the English football league so every team from the Premier Division down to the Vanarama North/South can ONLY play homegrown players.

I looked up how to change nation rules and I changed them but when I load up the database the league rules remain the same and it says '0 database changes'.

Can anyone help or has anybody already made this database?

I just tried it and got it the first time. Pretty simple actually. What exactly are you doing? Are you editing the correct fixture rules? Premier League's fixture rule is 6. That is the one you have to edit for the Premier League. The Sky Bet Championship fixture rule is 8. That is the one you have to edit for that league. You have to do that for every league. For BPL, when you go into fixture rule 6, you will already see the original HG rule set at 8. Just change that number to 25 and that's it.
