To clarify what double round means

Next round is Ligue 1 and it will last from 15 to 17th september and after that round it will be Dutch in foreign countries which will last from 17 to 19th september.
And now im asking if you would be ok if i would make them both rounds last from 15 to 17 to speed thing up a little (it will be seperate rounds but at same time)
 
Next round will be double round (seperate rounds in same time) and it will contain Ligue 1 and Dutch players in foreign countries
 
Does you can only bid for two serie A packs include just A1-A4 or all those ones and the cities/areas?
