Experienced/Young Players for under 10m

Haven't decided on my next save, but it's going to be with a team who can spend max 10m on one player.

So I'm asking which players can I get on FM for under 10m. Experienced and Youth wanted. Players who cost/have a release clause of 10m or lower.

Started a new save (15.3.2, latest patch), PSG demands >30 millions for Marquinhos.

I have bought Marquinhos for 4 million at end of 2nd season I think, PSG do some crazy things

How are players still getting some of these players so cheap? I am on the latest update and teams are demanding a lot more money for my usual signings.

balanta - I used to pay around £6-7m. I am lucky to get him for £10m now.
lucas Romero - my favourite player on the whole game used to cost me £5-6m, now £12m+
Marquinhos - Never signed him as they always request crazy money, as high as £95m once.
