This is something I have wondered for a while and just tried it.
Their are extra tactics for the game which we can't access the normal way.
How to find them...
C:/Program Files>Steam>SteamApps>common>Football Manager 2011>data>tactis
or if you don't use steam I think it is this
C:/Program Files>Sports Interactive>Football Manager 2011>data>tactis
So I took one the tactics put it in the tactics folder in my document's tried to use it and it said
"This File could not be imported"
Anyone know anything about these tactics are they just for the AI's use?
