Can anybody tell me what "FA Financial Power" effects in-game? Also, does it have any link to the countries Economic Factor?

i've no idea what it would control, but teh only thing i can think of is maybe it effects things like the amount of money each country would invest in new stadia if they won the right to host a major tournament like the world cup.
