facilities request blanked out?

in the boardroom request screen all the facilities options are greyed out, why is this?

all my stuff is average, and I have like 20 m pounds as a transfer budget, so money isn't a problem :/

haven't requested anything yet, I just started playing 2011 (yeh I'm slow )

thats really strange try again in january mate has happened with me before when wanted to ask for more coaches just waited few months and tried again.

i do think 20m will make something, but if u want to have a well facilitated system, it will cost money.

or basically mean the board is not interested in having the clubs facilities improved.

Hover your mouse over the greyed-out option, there should appear a tooltip with info why it can't be done.
