I Would say very often, especially if you as a managerhas a great reputation as they are more willing to let you "push" them forward. It will also have to do with their ambition of the club, their hidden attributes. if you get to the top flight of the Prem and are competing in europe, they will listen to you to keep up with their opponents

The maximum is 20, so depending on how bad your facilities are it takes a long time

I have top training which must be 17-20. Everything else is average so I'll just plod on. The board love me so that's helpful.
