Failed to apply work permit after he has already been playing in Eng for almost 3 yrs

Playing as Leeds, signed a free Serbian player at begining of game and offered him a 3-year contract.
He was granted a conditinoal work permit.
Now the contract is close to expire.
I want to renew his contract but now the application of work permit keeps being rejected. (Tried 5 times in past 2 months)
And each time they reject work permit, the contract offer is cancelled and I need to open contract negotiation with the player again.

So is there anything I can do?
And actually does this happen in real life considering that the player has already been playing in England for 2.5 years? (1 year in Championship and 1.5 year in EPL)
And he plays around 20-25 league games each season.
 
To keep a work permit, he needs to be international capped for several matches...
 
Sadly there seems to be no way for the work permit to be reconsidered, I lost Bony to this last exact thing last year even though he'd been in the league for about 4 years.
 
Happened with me and Oviedo at Everton mate, tried twice when he had 12 months left so ended up biting the bullet and selling him to Inter
