Because the german national team's image rights are owned by the German FA (or something like that) and they are either too expensive for SI to purchase them or the German FA dont want them to be involved in FM

On another note I wouldn't have thought you would have needed rights from the German FA as their not using badge/strips, the FA don't have rights over the country itself of that makes sense?
