is there a new english lower teirs for the 12.2 update

it wont let me play the one i had on it

anyone know how it could be fixed ?

Load it in the editor, click on check rules for country, see what it says is wrong and try to fix it.

It may be that the first level under BSS/BSN is already in the default and it's just activated (as it happens min my Spanish complete with Tercera) and the database update has added a team the custom had to add, making it have one or more duplicated teams and making the league/group exceed the number of teams allowed.
