Feeder Club Help

I'm currently about to start my 6th season in charge of Liverpool. I want to try & get a spanish feeder club because they only take 2 years for South American players to gain citizenship. However, 6 seasons in & still my board won't let me choose my own feeder club? In FM2013 I could always choose my own feeder clubs after 3 seasons in charge of a club. Is anyone else having this problem?

I'm currently managing in the last period of my second season, and they ask me if I want to have a hand in the club-choosing.
