Whether or not this story is true I'm inclined to believe something happened, there's no way a rational human being could have picked them for the World Cup.

I believe that more than 2 have accepted the bribes. It is a silly location for a world cup due to the heat and low population. The stadiums will be took apart after the world cup. There isnt enough local intrest to go to the matches and fill the stadiums. Some foreigners will be put off due to alcohol not being allowed in the country and others will be arrested for this very reason. There was some collaboration as it made no logical sence for this to happen.
