Finding re gens without genie scout and terrible scouting set up?

im playing a online game and the other person has set it up so cant use genie scout (as i dont have the game file) and as i am a league 1 side so i cant send scouts out of britian . Any tips so i find these re gens to get out of the league

search under 21 and 19 national teams
in player search filter youth contracts then sort by value and the highest ones are normally good regens and you can sign them for only compensation

When using player search look for U21 and set attributes to minimum 15 on work rate & teamwork and just scroll through, it will be worth it, when you find a world beater!

I try to find 15+ for determination and age less than 18, then sort by cost. Just found "the next Xavi" in my 2012 season

South American teams have the best youth systems, try scouting the more valuable youngsters in the under 18's of teams like River Plate, Boca Juniors, Velez, Santos, Corinthians etc.

Also in your scout reports always check the weaknesses, poor consistency and injury proneness are big no-no's
