Fineing players who get sent off?

Right can anyone help me during a match one of my players gets sent off, then afterwards on the news feed it says ie Barton has been banned for 3 matches for a straight red in your last match you have decided not to fine him for the incident. Does not give me the option to fine him, so if anybody knows how to change this please let me know

I'm unsure how to change it but i'm 99% sure that you can still either right-click his name or go to his profile and discipline player for...
