FM 2011 Translation Problem

As you may know millions of people in Turkey play Football Manager. Everyone was expecting the Turkish Language among the official languages of the game but it didn't.
I have a FM Fan Site, I tried to translate FM 2011 so my visitors can play the game in Turkish. I downloaded a LTC Editor, and created a Turkish language file but the game did not recognize it. So I changed it's name to German, and the game recognized it. But when I set the game to so called German language it is half Turkish, half English. In conclusion I could not properly translate the game.
How can I translate the LTC files so it appears properly in the game? Or is there any other way to translate FM 2011 to a custom language?

I had a similar problem and I solved it by using a small program called LtcEditor

Download Centrum FM - Football Manager download - LTC Editor 1.0.11.29


Choose 4shared from the "Download/Download File" section:


You need to register to 4shared to download the program.


After the download, unzip the rar file, launch LtcEditor and open the "English.ltc" file from "languages" folder


Now you can start to translate in Turkish
