Hi this is my first time playing football manager23 and i was wondering about the advanced setup at the start of the game and im going to play as hamburg and if i only choose germany as active nations and leagues if i can buy players from say england or norway. Please help.

Yes, you would, but all players.
Depending on size of the databse you use (small, medium, large) you'll get certain amount of players (it is shown on the same screen). The more leagues you load, the more players you'll be able to sign. I find the minimum is 20k players. But this is just my opinion.
