Free Photoshop like programme

I want to do a few very basic things.

e.g add a face to one of my games, and create a logo.

So, I was wondering if anyone, knew any goodish photo editing programmes

Just to add :

GIMP is the closest you will get to PS without a hefty price-tag or downloading an illegal version of PS. The others are decent, but I would recommend this one.
