French super young regens?

I'm managing Paris FC in Ligue 2, and most of my regens are coming in at 14/15, which is good cos they have a good 4 years to develop and become amazing, ****, even some 16 year olds get first team games.... but why are they so young in France, and not anywhere else?

I have a generally young team, as they started as an Amateur club, with an average age of 20.7. Just like you my regens are around 14 and 15. Rarely do I get a 16 year old. Maybe thats why? Dunno really. Im not that concemred...
