Same "rules"
It's fun, teams are well balanced throughout all divisions. Lots of good regens to keep the league strong.
and the signing rules makes the game fun, but difficult. Only 3 NON-EU are allowed (so you can't buy 15 brazilian wonderkids and cruise through the game on EASY mode), but you are allowed to sign practically as many africans as you want (and there are some dandy regen africans). Also only 2 loans per year, so you can't load up on loans and rocket up to the top division.
