Full green circle on players.

I'm wondering what is the best way/easiest way to get your players to full green circles. I am been training my players in the role they'll be playing but it doesn't seem to progress.

Are some players just not able to get full green or is there some sort of way?
Also can you get any players full green if they've mastered an position?

if he doesnt have enough potential, and enough attribute points....
