I know to manage germany you have to delete certain files and i had done that on a game save i had which i was in the 4th season.
i recently transferred the save onto a new computer i now i have noticed germany doesnt have any real players playing for them. I just deleted the file again hoping that would fix it but it hasnt.
is there any way i can make germany manageable again without starting a new save?

Not without starting a new save... I don't think its possible. Looks like you'll have to start a new one to manage/see real players on Germany.
