This Guys been on many of my saves.

I think hes a regen but im not sure.

If he's a regen, he won't have been on many of your saves..

Regens are randomly generated on each save file. There is no chance of anyone else having him. The fact that you have had a regen with the same name crop up more than once is merely coincidence.
