Goalkeeper Distribution?

I was messing around with some tactical changes (of which I am terrible). I edited the GK tactics to distribute to a specific player. With the extended highlights on, I don't think I saw him pass to that player the whole game. He almost always kicked it to our most advanced players on the pitch.

If I had it setup for a more direct / route one style, would that bypass the individual rule?
