Just look in the reserves of top premiership teams and there is often very good young talent willing to go out on loan there.
You could also perhaps try signing top players from League 1 (just a thought not to sure if it will work).
If you search around on this forum there will be many threads discussing this already with lists of suitable players for you i'll try find you one in a sec.
How many games have you played ot be 19th?
If your over 10 games in I suggest looking in the tactics forum for new tactics as well as decent players can only get you so far.
