Your club simply isnt making enough money. are you packing out your stadium? In the summer have hme friendlies against big clubs to bring in money. and it looks like you need to reach the prem if you want to expand as a side

yeah, you simply dont make enough money. so no matter how prudent you are wage wise you are losing out. stay prudent in the prem though, if you fail to stay up and you spend big you are screwed.

Try having a cup run. I'm in Level 8, and are playing Second Round Reply atm. I have won like 7 games, and I have made about 100k. Not much, but a Championship side, could win it if they get the right draws.

Unless you are one of top clubs in the world you are always likely to make a loss each month.
The big money usually comes at the start in the form of TV money, sponsor deals etc and the running costs usually surpass the income during the season.

The important thing is to keep an eye on the overall finances. It's no problem if you make a loss as long as there is still money in the bank, and with a good run in the cup and a promotion, it is likelyto work out in the long run. In FM at least, in real life there's been too many examples of the financial situation getting out of hand...

Anyway, keep an eye on your wages and take a look if your monthly loss is likely to get you in the red, if not you're good.

You can always try to sign a big name player at the end of his career and hope for merchandise sales to increase, and if money is really tight arrange a few friendlies between your reserves and some bigger club to rake in some gate receipts.
