Head of Youth Development - freeloader?

I play as Utd. I'm in my 3th season and i decided to let my Head of Youth do the scouting for young players (15-16y/o). The problem is, he only attracts crappy players (always 2,5 star players) and pays 3-6million for them with a wage of 40k EURO p/m.


What am i doing wrong? I signed several brazilians of 16 y/o myself this season that have the potential to be stars. However, he keeps trying to get crappy players from Furth or some other german 2nd division club.
I want him to find 4,5 to 5 star players. Not 2,5 stars, i can find that in my own facilities.

you can change in options that you say the final word on who you want to bring into the youth team (which is yourself)

you can also try to sack him and find another hoyd

also there cant be that many 5 star youth players out there and he is finding the best of whats available. besies not all 5 star youth is good. there are hidden attributes that can affect the player and your 5 star signing could be a dud while your 2.5 star player performs week in and week out
