Yeah I've had that, they closed down part of Griffin Park in my Brentford save. All sorted after a few months for me.

Confined Space Permit Required For Rescue Teams

I also haven't seen it before but I guess it can be related to health and safety of people like a web page related to confined space rescue teams or confined space permit required . Exactly I also don't know what it is?

It usually happens if you don't have money/debts, well, your club (or someone else's), and since you can't maintain stadium with no money, they reduce capacity.
