Restarting your OS isn't half as easy re-installing the game / buying a new copy.
You can uninstall games off Steam, it probably wouldn't be worth re-installing the OS for this case.he's already stated that he has reinstalled the game 10 times. No, steam doesn't do it per profile, they do it per game/serial code, I think he should be alright...
