HELP: Signing good regens?

I'm begging both of these regens to come to my team (Birmingham). I finished 2nd last year which was 2010-2011 and i made the champions league. I've praised them and everything but they don't want to come.... HELP.

Keep praising them,making undeniable offers(200M) so the board accepts,also can make them unhappy,and wait for them to turn 17 to bring them on loan.
