Help!!! Trying to call an young uncapped Irishman up to the England team??

I'm managing West Ham and England and their is a young Irishman who came through my West Ham youth system and is eligible to play for England and everytime I try to call him up to the England squad it won't let me call him up because he always gets called up first by the Ireland U-21s. He has 5 caps for the Irish U-21s and none for the 1st team and I'm just wondering if anyone can tell me how I can call up to the England squad as he has 5 star potential?

He's 16 at the minute is their anyway I can stop Ireland from calling him up before that if if it happens?
