Help with disciplining?

I keep get players come to me saying im disappointed at the lack of discipline at the club and I say i'll try to improve things over the coming months. But what do I do to be more 'disciplined'? I don't understand what they want me to do...

when players get red carded, give them a two week fine.

But it's a finicky system

Then they'll whinge about being treated unfairly.

Start placing whingy douchebags in the reserves (and tell them you're doing it in private chat)
