Get a feeder team in Belgium,Bulgaria or Poland. Loan them out for 3 years and he will be able to become an EU national. This is the only way without cheating mate. If you need a feeder club Go to boardroom and ask for a feeder team to to solve work permit issues.

There were a couple of clubs I came across where it was two years, unfortunately can't remember where it was

Yes,but if you want to avoid this in future games use this download.
It makes all countrys in the EU so no need for any work permits.

Thats South american clubs in spain,its only 2 years for them im sure.

Yes but this will only work on a new game,not your current save.
