Is it possible to sign a player without a work permit? I have seen a few players in a club without a work permit, but can't sign one myself. I really want a player, but his work permit is turned down. For example Joel Campbell and Matej Delac are without a work permit at the start of the game.

You should be able to sign then just loan him out till end of season then when he returns offer him a new contract and everything should be ok.

If you have a feeder club that are used for gaining EU nationality, usually Spanish or Belgian teams then you can sign them and just loan them out for like 3 years.. So, yeah, get one of those.

But if i try to sign them as other players, who don't need work permit, it says that i can appeal, even if i appeal the work permition fails.

Because there are rules that you have to follow regarding work permits. The initial work permit is down to how often they have played for club and country, the appeal is where the transfer is decided by a panel, so if the player is considered an exceptional talent then the work permit will be granted.
