hi i have problem all players i scout are hold (scouting status hold)

what it is about?
can u help me?
i have scouting budget and i have scouting budges

is it bug? another?
anyone has solution to that?

si answered me in new patch i can only scout 8 players by 1 scout 1 time, do u know how they count if u scout country by him too?
