highest transfer budget

hey i am in my 4th season with chelsea and i have been given a transfer budget of $368 million .............. wow............... i don't know how did i get this much to spend as I won only the FIFA club World Cup , community shield and Super cup last season , finished second in the league by just 2 points, lost in the semis of both FA cup and Champs League and lost in the quarters of Capitol one cup. Just curious to know what is the highest budget any1 has got?
