Hmm, it looks like I have too many staffs

I'm play FC Bayern and I have 21 coaches(limit 23) and 12(limit 15) scouts. Is that a lot? Too many? Like for my coaches, do all of them work? Or is it that in the actual game engine only about 10 works and the rest are just there? And for scouts, I have assignments that overlap the same region, is that okay?

Yeah, the more the better as you can scout a very large area in this world. As for coaches, the coaches won't be very busy.
But the only problem is the more backroom staff, the more wage you need.

I don't think money will be a problem; I've saved a decent amount over the years and Bayern is pretty rich to start with(H)
