How are world cup hosts decided?

Obviously Brazil are pre-set to 2014 but how do they choose all the other hosts, is it pre-set or random or is there actually a system involved?

It's just rotating all the countries that have hosted a World Cup randomly I think. Shame, it'd be nice to host the World Cup in Belarus after I've made it the best league in the world with big stadiums and all.
