How can I add regional split league structures?

Thought someone elses edited league structure was what I was looking for so deleted my original post but it wasn't quite what I was looking for so I'll try and ask again -
I'm trying to figure out how to make the editor allow for a structure where you have 2 or 3 same-level divisions feeding into a higher division - so 3 are relegated and 1/1/1 are promoted.
The editor doesnt seem to like this structure and wants a simple 2 up 2 down from divisions above and below - is there a way round this?

all I did was make a promotion playoff with all leagues in the same playoff series. Was the only viable way I found work
