How do i become the San Marino manager?

The option to become the manager of San Marino isn't available when i go to nations and i can't load the San Marino league either! Can anyone help?

at the new game menu go into database size and click custom then load all players of nationality and the san marino then start the game . If you want the leagues you need to use the editor , add national rules to san marino and then save it and start a new game with the file selected
