How do you edit an international competition?

Is it possible to edit an international competition that is already preset? For example, I'd like to edit the Oceanic National Championship and the Pacific Games and a) make them playable every 2 years instead of 4 and b) possibly add a couple of nations to it.

I need to find out how to add the nations but I just wish to do part a first.
